looks like a older Angie and a smaller Perro to me. O and the name is Perro not Pero, Pero only means "but" in a number of languages but in spanish Perro means dog.

It's ok, it just so happens that the only word i know in Japanese is dog. and i wondered why Angelica would just call Perro "dog" if i directly translate the manga. it turns out she probably calling him dog in spannish which is his name.

That's how Westerners spell it - prior to Western influence rearing its head, China had nothing like that. When the Roman alphabet was introduced to China, someone probably thought that the Western way of spelling the capital's name was nice, and it stuck.
