I don't know about irresistable charms (I'd heard New Zealanders only used those on the sheep ) but we're happy to help.
If you can't find hard copies of the manga here's where you can locate the scanned & translated chapters...

There have been two anime seasons (both 13 episodes...with a two episode direct to DVD bonus tagged onto the end of the second season). If you can't find or order your own copies I'm sure some of the experts here can direct you toward online sites where you can watch.
A word of caution; the two anime seasons were done by different studios. While season one is generally considered very good, simply mentioning the second season (Il Teatrino) will send certain members of this forum into violent nerd-rage.
Opinions vary from the casual "it wasn't animated as well as the first" to "KILL IT WITH FIRE; NO HUMAN BEING SHOULD EVER WATCH THIS."
Of course, you should watch it, and make up your own mind.

If you're looking to get into the anime specifically, a new complete collection out with all 28 episodes has been released for a fair price of 60 or so dollars, probably considerably less online. An official translation and dub of the anime has been released, and I do not believe there are any big fansubs out there (as they simply use the official translations. If you're looking to get into the manga, you will likely have a hard time finding 4-6 in individual volumes, but a new omnibus version of 1-3 have been released if you're just looking to get into it, then 4-6 will be released in May.

No idea, really. Though anime is pretty popular in Aus/NZ, so I don't see why they wouldn't release an R4 there. He should still be able to get the older season releases if he can't get the new full collection there.

The Blu-ray's should be Region Unlocked, so they could be an option. The Funimation ones are hundreds of dollars less than the Japanese.

seems to be a common thing,its the same here in the UK, a lot of stores that used to sell it have shrunk the amount of anime on display,i guess the collapse of a lot of the licencencing firms may be to blame
