Both Kara (father) and Noël (mother) had French parents. Kara was born and raised in Paris, while Noël was born and raised in Tokyo.

Her mother is, and she inherited most of her facial features from her, which is why she looks distinctly Japanese.

Kara and Noël both do, since it makes it easier for them to move around the EU. They also have Japanese and Italian passports and both French and Italian national identity cards.

Triela's right... Kara and Noel are fan characters that Kiskaloo created for his fan-fiction. Monty's one of mine that I'm using in a fan-comic/doujin. There are quite a few fan created characters floating around the forum
