I'm going to go into a bit of musical discussion, so if this sort of thing isn't your bag, tl;dr it and skip the post.
Someone pointed me towards the recent South Park episode where Cartman sings Lady Gaga's "Poker Face." It was pretty funny, as always. Then they made the comment "Ugh, why do people like Lady Gaga's music?"
For a moment, I thought about it. To be completely honest, I don't exactly think her music is that good. It can be catchy and in the right atmosphere enjoyable to listen to. It's a weird situation. Part of the argument against the music was how it was all synth, bass, and simplistic lyrics.
The rebuttal was that the thumping bass beat and simplistic lyrics is part of what makes it popular. It is, after all, a club/dance song. It's pretty easy to move to, and everyone knows what you get when you mix a rhythmic club song and inebriated girls. They're going to be bumping and grinding all over the dance floor. So that explains the girl's part. Girl's just like dancing in clubs, it's pretty standard.
Now, why guys like it: Re-read the last few sentences of the last paragraph. Guys like it, cause the girls like dancing to it.
Finally, as to whether or not the music is good, that's up for debate. I will say however that Lady Gaga is a good musician, regardless of what her songs sound like. She's an experienced pianist, as this live acoustic version of one of her songs prove.

Yeah, Lady Gaga got her break basically by being a songwriter of previous groups like Britney Spears, Fergie, Pussy Cat Dolls (all of which you can call into question for being 'good' as well).

'Paparazzi' is a great song, if a depressing one. That plaintive tone, twinged with sadness even if the protagonist is kidding herself that she isn't, is a heartrending cry for attention. Of unrequited obsession. You can envision her softly singing in a darkened basement room that's plastered from wall to wall with photographs of her mark, not a few of which might feature pasted-on images of herself right next to him. Running her hands over their surfaces, tears pooling in her eyes. Her voice bordering on insanity. On self-destruction. On homicide.
